BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Dunn called the study session to order at 1:30 a.m. All present.
Commissioner Taylor moved and Commissioner Farrell seconded to go into executive session for one hour at 1:30 p.m. for attorney client privileges with Board and Lisa Johnson present. All voted “yes.” Recessed at 2:30 p.m. back in executive session at 2:35 p.m. and extended executive session at 2:35 p.m. for 30 additional minutes. Chairman Dunn opened the meeting at 3:05 p.m. and reported no action taken, no decisions made.
With no further discussion the session was adjourned at 3.06 p.m.

BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C. Dunn called the meeting to order at 6:30 p.m.
Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join him in the Pledge of Allegiance.
Invocation by Reverend Katrina Palan.
Julie Coleman with the Kansas Department of Health & Environment discussed environment field investigations and inspections in the county including: Transfer Station/ HHW, 124 Underground Storage tanks, 16 feed lots permitted, 26 feed lots not permitted, but certified, 16 water supplies, 27 waste water facilities, 24 air permitting facilities, 7 open burning permits and they work with the Health Department on issues.
Randall Allen, Executive Director of the Kansas Association of Counties discussed draft 2008 legislative Policy Statement of the KAC and the tentative conference workshop topics.
Kirt Sims 2750 Tennessee Ter Rantoul discussed water supply for his property and that he can’t get on rural water at this time he was also told that he can not have a holding tank for water.
Jeff Fuhman 1580 Haskell Rd Williamsburg discussed the no leash law in the county and that he has a problem with neighbors dogs he is worried that the dogs are a danger to people.
Della Sandgren 2408 Brushcreek Dr Lawrence discussed appraised values in the county.
Gene Hirt 1112 August Ln Ottawa discussed the tour of David Judd’s property and water supply for livestock.
Commissioner Taylor moved and Commissioner Farrell seconded to approve the consent agenda as follows: Minutes for September 12 and September 17, Claim vouchers on September 15 in the amount of $629,658.96 and the Tax Change orders 2006-350 through 2006-353 and 2006-356 and 2006-359 through 2006-363. All voted “yes” Commissioner Stottlemire abstained from voting of the September 12 minutes.
Commissioner Taylor moved and Commissioner Farrell seconded to appoint Commissioner Stottlemire as the voting delegate and Commissioner Hay as the alternate delegate at the KWORCC annual meeting. All voted “yes” Commissioner Stottlemire abstained.
Commissioner Stottlemire moved and Commissioner Taylor seconded to nominate Jim Wise to serve on the KWORCC Board of Trustees for the southeast district. All voted “yes.”
Commissioner Taylor moved and Commissioner Farrell seconded to nominate Chairman Roy C. Dunn for the at large position to serve on the KWORCC Board of Trustees. All voted “yes.” Chairman Dunn abstained.
Commissioner Hay moved and Commissioner Taylor seconded to adjourn at 8:17 p.m.
