BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chairman Roy C. Dunn called the meeting to order at 8:30 a.m.

Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.

Chairman Dunn asked all in attendance to join the Pledge of Allegiance.

Moment of silence to reflect.

Carrol Droddy 4069 Montana Rd. Ottawa asked why the Montana Rd project is being postponed, received no letter or memo about this project.

Della Sandgren 2408 Brushcreek Dr. Lawrence discussed out of control spending on wants not needs, need to cut jobs and consolidate duties.

Gene Hirt 1112 Augusta Lane Ottawa discussed businesses closing in Franklin County and public transportation.

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for August 1, 2007, claim voucher dated August 7th in the amount of $19,702.44, tax change orders 2006-336 through 2006-339 and payroll dated August 1st in the amount of $1,327.84. All voted “yes”.

Jim Haag discussed lot split application #780 filed by Isabell Bell.

Commissioner Taylor moved and Commissioner Farrell seconded to accept a grant of easement of the South 35 feet of the East 442 feet of the SE/4 and the East 50 feet of the SE/4 of the SE/4 in Section 29, Township 17, Range 21 from Isabell Bell. All voted “yes”.

Chairman Dunn opened a public hearing at 9:00 to hear comments on vacating a portion of Haskell Road.

Susan Atkins discussed that her and her husband own part of the property along the portion of road they are requesting to be vacated and the Burke’s own the other part. They are requesting the road be vacated to stop people from driving down it and trespassing on their property.

Chairman Dunn closed public comment at 9:05.

Commissioner Taylor moved and Commissioner Hay seconded to approve Resolution No. 07-052 vacating Haskell Rd from the driveway to 4734 Haskell Rd. East. All voted “yes”.

Lisa Johnson discussed contracting with West Franklin School District #287 for the 2007-08 academic year for a school resource officer.

Commissioner Hay moved and Commissioner Taylor seconded to approve the contract with USD #287 subject to the correct numbers for benefit reimbursement. All voted “yes”.

Lisa Johnson discussed compensation for election judges and clerks.

Commissioner Hay moved and Commissioner Farrell seconded to approve Resolution No. 07-053 setting compensation for election judges and clerks in Franklin County. All voted “yes.”

Board discussed request from the Ottawa High School Class of 1967 to have a short Memorial Service honoring our Veterans and Deceased Class Members at the Veterans Memorial on the Courthouse lawn on September 1, 2007 at 2:30 pm.

Commissioner Taylor moved and Commissioner Farrell seconded to allow the Ottawa High School Class of 1967 to have a Memorial Service on the Courthouse lawn on September 1, 2007 at 2:30 pm. All voted “yes”.

Commissioner Taylor moved and Commissioner Farrell seconded to go into an executive session for 10 minutes at 9:25 for attorney client privileges with Board and Lisa Johnson present. All voted “yes”. Executive session was extended at 9:35 for 5 additional minutes. Chairman Dunn opened the meeting at 9:37 and reported no action taken, no decisions made.

Commissioner Taylor moved and Commissioner Farrell seconded to hold a study session at 8:30 am on Monday, August 13. All voted “yes”.

Commissioner Stottlemire moved and Commissioner Farrell seconded to adjourn at 9:38.
