BOARD OF FRANKLIN COUNTY COMMISSIONERS

Vice Chairman Karen S. Farrell called the meeting to order at 6:30 p.m.

Roll Call: Chairman Roy C. Dunn absent, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Vice Chairman Karen S. Farrell present.

Vice Chairman Farrell asked all in attendance to join the Pledge of Allegiance.

Invocation by Reverend Dale Stratton.

Della Sandgren 2408 Brushcreek Dr. Lawrence discussed spending, taxes and property appraisals.

Clarence McIlvain 421 S. Poplar Ottawa discussed a twenty-five percent increase in taxes and not being able to pay the taxes and the need to curb spending.

Virgil Hermreck 995 Delaware Terr. Williamsburg discussed hiring a County Administrator and that when people voted for it they did not know what it was going to cost and there are places that could be cut.

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for June 13, 2007, claim vouchers for June 15 in the amount of $602,085.89 and tax change orders 2006-299 and 2006-300. All voted “yes.”

Larry Walrod discussed appointments to the Planning Commission and Board of Zoning Appeals. One letter of interest has been received for each position. Juanita Peckham for Board of Zoning Appeals and Jeffery Richards for Planning Commission.

Commissioner Taylor moved and Commissioner Hay seconded to appoint Juanita Peckham to the Board of Zoning Appeals and have Jeffery Richards in for an interview for the Planning Commission. All voted “yes.”

Larry Walrod discussed the Local Environmental Protection Program (LEPP) Grant Application in the amount of $13,631.

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve the Local Environmental Protection Program Grant Application for $13,631. All voted “yes.”

Lisa Johnson discussed the purchase of Zoll AED’s with 2006 Office for Domestic Preparedness Grant Funds and the need to execute equipment receipts with Lincoln, Ottawa, Harrison Fire District for two, Ohio Fire Department for one, Cutler Fire District for one, Richmond Fire District for one, Wellsville City Fire for one, Pomona City Fire for one, Pottawatomie Township Fire for one, Williamsburg/Homewood Fire District for one and Centropolis Fire District for one, so they can be distributed.

Commissioner Stottlemire moved and Commissioner Taylor seconded to approve the distribution and sign and execute the equipment receipts with Lincoln, Ottawa, Harrison Fire District for two, Ohio Fire Department for one, Cutler Fire District for one, Richmond Fire District for one, Wellsville City Fire for one, Pomona City Fire for one, Pottawatomie Township Fire for one, Williamsburg/Homewood Fire District for one and Centropolis Fire District for one. All voted “yes.”

Nick Robbins discussed selling the 2000 Osage Ambulance to Johnson County Community College for $10,000. Lifeline had offered $9,000 as a trade.

Commissioner Hay moved and Commissioner Taylor seconded to sell the 2000 Osage Ambulance to Johnson County Community College for $10,000. All voted “yes.”

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve Resolution No. 07-040 establishing new fee schedule for municipal solid waste. All voted “yes.”

Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn at 7:07 p.m. All voted “yes.”
