BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C. Dunn called the meeting to order at 8:30 a.m.
Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join the Pledge of Allegiance.
Invocation by Joel Fredrikson.
Della Sandgren 2408 Brushcreek Dr. Lawrence discussed spending, growth, property tax and fair market values.
Commissioner Taylor moved and Commissioner Stottlemire seconded to approve the consent agenda as follows: minutes for May 30th and June 4th, 2007, claim vouchers dated May 31, 2007 in the amount of $296,412.90, tax change orders 2006-292 through 2006-297, payroll dated May 31, 2007 in the amount of $805,809.63 and payroll dated June 1, 2007 in the amount of $1,289.05. Chairman Dunn and Commissioners Farrell, Stottlemire and Taylor voted “yes.” Commissioner Hay voted “no.”
Larry Walrod discussed naming a portion of road as Indiana Drive. This road has not been vacated and was not named when 911 addressing system was adopted. It is located approximately 800 feet West of Indiana Rd. and East of the West line of Section 30, Township 16, Range 19.
Commissioner Taylor moved and Commissioner Hay seconded to approve Resolution No. 07-035 establishing a road name, Indiana Drive, for an existing County Road located at the intersection of Indiana Rd. and Ninth Street in the Townsite of Centropolis, in the Northwest quarter of the Southwest quarter of Section 30, Township 16, Range 19. All voted “yes.”
Larry Walrod discussed special use application #0704-739 for Salty Dog Holding Company LLC located on the West side of Montana Rd. between Woodson Rd. and Stafford Terr. for the operation of a dog kennel/breeding operation.
Commissioner Hay moved and Commissioner Farrell seconded to approve Resolution No. 07-036 approving a special use permit application for Salty Dog Holding Company LLC to permit the operation of an dog kennel/breeding facility in an A-1 District with six conditions. All voted “yes.”
Larry Walrod discussed rezoning application #0703-724 for Bill Smith Jr. to rezone approximately 3 acres from A-1 to R3A and approximately 2 acres from RE to C2 located on the South side of Stafford Rd. between Indiana Terr and Iowa Rd and approximately 400 feet East of the Townsite of Centropolis.
Commissioner Hay moved and Commissioner Taylor seconded to approve Resolution No. 07-037 rezoning approximately 3 acres from RE to A1 and approximately 2 acres from RE to C2 owned by Bill & Catheryn Smith located in Section 30, Township 15, Range 19. All voted “yes.”
Larry Walrod discussed rezoning application #0704-738 for Charlee Juett to rezone approximately 2 acres from A1 to R3A located on the East side of Texas Rd. between Stafford Rd. and Shawnee Rd.
Commissioner Taylor moved and Commissioner Hay seconded to approve Resolution No. 07-038 rezoning approximately 2 acres from A1 to R3A owned by Charlee J Juett located in Section 31, Township 15, Range 21. All voted “yes.”
Larry Walrod discussed rezoning application #0704-740 for Steve Hasty to rezone approximately 5 acres from RE to I1 located on the North side of Jackson Rd and West of Indiana Rd. Larry stated the Planning Commission recommended denying.
Commissioner Taylor moved and Commissioner Farrell seconded to approve Resolution No. 07-039 denying the rezoning application of Steve Hasty to rezone approximately 5 acres from RE to I1 with five findings. Chairman Dunn and Commissioners Farrell, Stottlemire and Taylor voted “yes.” Commissioner Hay voted “no.”
Rick Sawin discussed a contract with N.R. Hamm Quarry, Inc for solid waste disposal.
Commissioner Hay moved and Commissioner Taylor seconded to approve a contract with N. R. Hamm Quarry, Inc. for the transporting and disposing of non-hazardous solid waste from the Franklin County Transfer Station. All voted “yes.”
Jim Haag discussed closing Montana Rd from Sand Creek Rd to Riley Rd and Reno Rd from US 59 Hwy to Montana Rd from 9:00 am to noon on June 20th for the US 59 Hwy Ribbon Cuttings.
Commissioner Taylor moved and Commissioner Stottlemire seconded to close Montana Rd from Sand Creek Rd to Riley Rd and Reno Rd from US 59 Hwy to Montana Rd form 9:00 am to noon on June 20th. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Hay seconded to adjourn at 9:38. All voted “yes.”
