BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C. Dunn called the meeting to order at 8:30 a.m.
Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join the Pledge of Allegiance.
Invocation by Reverend Katrina Palan.
Commissioner Taylor moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for May 23, 2007 and tax change orders 2006-283 through 2006-291. All voted “yes.”
Julie Roehl discussed the Juvenile Justice Authority grant conditions for the Prevention, Intervention and Graduated Sanctions Block Grants for state fiscal year 2008.
Commissioner Hay moved and Commissioner Farrell seconded to approve the Juvenile Justice Authority’s grant conditions for the Prevention, Intervention and Graduated Sanctions Block Grants for the state fiscal year 2008. All voted “yes.”
Jim Haag presented a bid tabulation form for the financing of two motor graders. Bids were as follows:

Commissioner Taylor moved and Commissioner Hay seconded to accept the low bid received according to requirements from Kansas State Bank and allow Doug Harris to award after review. All voted “yes.”
Lisa Johnson discussed establishing a policy regarding outdoor warning sirens in incorporated areas of the County.
Commissioner Hay moved and Commissioner Farrell seconded to approve Resolution No. 07-034 establishing the policy regarding outdoor warning sirens in incorporated areas of the County. “The County shall not maintain, install or replace outdoor warning siren equipment within the incorporated areas of the County. The County shall either activate the existing sirens by remote or give notice by VHF radio to those jurisdictions that do not have remote access for their emergency sirens.” Chairman Dunn and Commissioners Farrell, Hay and Taylor voted “yes.” Commissioner Stottlemire voted “no.”
Commissioner Taylor moved and Commissioner Farrell seconded to go into an executive session for 10 minutes at 8:50 for personnel of non-elected with Board and Lisa Johnson present. All voted “yes.” Chairman Dunn opened the meeting at 9:00 and reported no action taken, no decisions made.
Commissioner Taylor moved and Commissioner Hay seconded to place the revised County Administrator Doug Harris’ contract back on the table for consideration. All voted “yes.”
Commissioner Hay moved and Commissioner Taylor seconded to grant the revisions to the Administrator’s contract. Chairman Dunn and Commissioners Hay, Taylor and Stottlemire voted “yes.” Commissioner Farrell voted “no.”
Board discussed waiving the building permit fee for David Davidson 125 Hamilton Rd. Williamsburg. Mr. Davidson lost his home to a fire and has been in the process of re-building it, his permit has expired and he has lost his wife and a child to an automobile accident.
Commissioner Taylor moved and Commissioner Hay seconded to refund the original fee and waive the renewal for a building permit for David Davidson of 125 Hamilton Rd. Williamsburg. All voted “yes.”
Gene Hirt 1112 Augusta Lane Ottawa presented a letter and a list of items needed for the David Davidson home.
Commissioner Taylor moved and Commissioner Farrell seconded to adjourn the meeting at 9:20. All voted “yes.”
