BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Karen S Farrell called the meeting to order at 6:30 p.m.

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Roy C Dunn present.

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

Moment of silence.

Jed Hermreck 944 Georgia Rd Williamsburg discussed the K-68 Corridor Study, Ellis & Douglas and Finney & Georgia Rds which are all minimum maintenance roads with culverts that have been installed and no one paid for them and the county needs to get the water off of the roads.

Gene Hirt 125 South St Williamsburg discussed public meeting on May 22nd on the K-68 Corridor Study, Hasty Awards moving to the Industrial Park and John Brown Rd.

Jed Hermreck 944 Georgia Rd Williamsburg discussed night meetings and minimum maintenance road that is to be made a full maintenance road for Tim Sullivan.

Commissioner Hay moved to have all commission meetings in the evening. Died for lack of second.

Commissioner Taylor moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for April 9, 2008, claim vouchers dated April 15, 2008 in the amount of $617,539.63 and tax change orders 2007-511 through 2007-524 and 2007-526 through 2007-584. All voted “yes”.

Nick Robbins discussed March Ambulance Report including activity, number of runs, total services billed, total collected and write-offs.

Commissioner Hay moved and Commissioner Stottlemire seconded to approve the write-offs for the month of March for the Ambulance Department in the amount of $28,321.20 and to send $11,812.61 to the State set-off program. All voted “yes”.

Jim Haag discussed appointing Chair Farrell, Lisa Johnson and himself to a committee to evaluate engineering proposals for construction observation on Missouri Road.

Commissioner Stottlemire moved and Commissioner Taylor seconded to appoint Chair Farrell, Lisa Johnson and Jim Haag to a committee to evaluate engineering proposals for construction observation on Missouri Road. Commissioners Dunn, Hay, Stottlemire and Taylor voted “yes”. Chair Farrell abstained.

Jim Haag discussed bids from Welborn Sales and J & J Metal for various sizes of culvert pipes and recommended accepting the bid of Welborn Sales.

Commissioner Taylor moved and Commissioner Hay seconded to accept the low bid of Welborn Sales for various sizes of culvert pipes in the amount of $19,518. All voted “yes”.

Jim Haag discussed waiving the purchasing policy and purchase a used Model 12M Motor Grader from Martin Tractor.

Commissioner Hay moved and Commissioner Taylor seconded to waive the purchasing policy and purchase a used Model 12M Motor Grader from Martin Tractor for a trade-in difference of $85,500. All voted “yes”.

Lisa Johnson discussed transportation improvements for Franklin County concerning the enhancement by the Kansas Legislature of a new state-wide comprehensive transportation program.

Commissioner Dunn moved and Commissioner Taylor seconded to approve Resolution No. 08-012 endorsing transportation improvements for Franklin County concerning the enhancement by the Kansas Legislature of a new state-wide comprehensive transportation program including 1) County wide bridge maintenance and replacement plan, 2) Improvement of Highway K-68 west of Ottawa, 3) The continuation of the transportation revolving loan fund and 4) Improvement of Eisenhower Road to address issues with flooding. All voted “yes”.

Lisa Johnson discussed a request to use the Courthouse lawn for National Day of Prayer on May 1st.

Commissioner Dunn moved and Commissioner Taylor seconded to approve the use of the Courthouse lawn on May 1st for National Day of Prayer. All voted “yes”.

Jim Haag discussed repairs and leveling that needs to be done and ask the Board to waive the bidding process.

Commissioner Taylor moved and Commissioner Dunn seconded to waive the bidding policy and approve repairs to be done on John Brown Rd. from Kentucky west to Idaho and leveling to be done on Tennessee from Reno Terr to Leloup and K-68 Hwy to Marshall and Rock Creek Rd from Oregon to Montana. All voted “yes”.

Commissioner Taylor moved and Commissioner Dunn seconded to go into an executive session for attorney client privileges for 15 minutes at 7:22 with Board and Lisa Johnson present. All voted “yes”. Chair Farrell opened the meeting at 7:37 and reported no action taken, no decisions made.

Commissioner Taylor moved and Commissioner Dunn seconded to adjourn at 7:37. All voted “yes”.
