BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Karen S Farrell called the meeting to order at 8:30 a.m.

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Roy C Dunn present.

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

Moment of silence.

Gene Hirt 125 South St Williamsburg discussed City of Ottawa evening meeting being the same night as the County evening meeting this month and discussed the County Administrator position.

Commissioner Taylor moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for March 26th, claim vouchers dated March 31st in the amount of $370,532.47 and payroll dated March 31st in the amount of $863,497.53. All voted “yes”.

Sara Caylor with CASA discussed April being Child Abuse Prevention and Awareness Month with April 8th being Child Abuse Awareness Blue Day.

Chair Farrell read the following proclamation:

PROCLAMATION 08-003

By The Franklin County Commission

Whereas: The County of Franklin County Kansas prides itself on giving back to the community and contributing to the quality of life among our citizens; and

Whereas: CASA of the Fourth Judicial District along with The Ottawa University Senior Core Group whose members include Jennifer Johnson, Jim Randolph, Brandon Smith and Allyson Weldy, and who jointly represent and advocate for the best interests of abused and neglected children who are involved in the juvenile courts; and

Whereas: There are many children in Franklin County who suffer from some form of abuse or neglect each year; and

Whereas: Through a national effort, members of the Franklin County community are encouraged to join together in the month of April to raise awareness for these children who are victims of abuse and neglect; and

Whereas: Specifically, April 8th shall be recognized as “Blue Day” in our community, where individuals may give support to the aforementioned children by dressing in the signature color blue in recognition of Child Abuse Awareness Month; and

Whereas: This effort and promoting awareness of the neglect and abuse, will give abused and neglected children in our community, and around the country, a chance for a safe and positive future.

NOW, THEREFORE, I, Sue Farrell, Chair of the Franklin County Commission, by virtue of the authority vested in me, do hereby proclaim April 2008 as

FRANKLIN COUNTY CHILD ABUSE PREVENTION AND AWARENESS MONTH And April 8th as CHILD ABUSE AWARENESS BLUE DAY in this county, and in doing so, urge all citizens to join in a national effort to raise awareness and help prevent child abuse and neglect.

Commissioner Hay moved and Commissioner Stottlemire seconded to approve Proclamation 08-03 proclaiming April being Child Abuse Prevention and Awareness Month and April 8th as Child Abuse Awareness Blue Day. All voted “yes”.

Lisa Johnson discussed an agreement between Franklin County and Mid West Exterminators of Kansas to provide termite control services for 2007 and 2008.

Commissioner Taylor moved and Commissioner Dunn seconded to renew an agreement with Mid West Exterminators of Kansas to provide termite control services. All voted “yes”.

Jim Haag discussed vacating Nebraska Rd from Sand Creek Rd to US-59.

Commissioner Dunn moved and Commissioner Taylor seconded to approve Resolution No. 08-007 vacating Nebraska Rd from Sand Creek Rd to US-59 Hwy located in Sections 19 and 20, Township 16, Range 20. All voted “yes”.

Lisa Johnson discussed Centropolis Sewer District Fee Schedule increases.

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve Resolution No. 08-008 Establishing Hook up Fees and User Fees for Centropolis Sewer District and repealing Resolution No. 02-14. All voted “yes”.

Lisa Johnson discussed proposed changes/amendments to the Franklin County Personnel Rules and Regulations Manual.

Commissioner Taylor moved and Commissioner Dunn seconded to approve the changes/amendment to the Franklin County Personnel Rules and Regulations Manual and have County Counselor prepare a resolution and Chair to sign Resolution No. 08-009. All voted “yes”.

Board discussed publication for County Government Week.

Commissioner Dunn moved and Commissioner Taylor seconded to approve publication for County Government Week. Chair Farrell and Commissioners Dunn, Hay and Taylor voted “yes”. Commissioner Stottlemire abstained.

Commissioner Stottlemire moved and Commissioner Taylor seconded to adjourn at 9:10. All voted “yes”.
