BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Karen S Farrell called the meeting to order at 6:30 p.m.

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor absent and Commissioner Roy C Dunn present.

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

Moment of silence.

Gene Hirt 125 South St Williamsburg discussed “Sunshine Week” open meetings and open records and allowing citizens to speak at study sessions.

Jed Hermreck 944 Georgia Rd Williamsburg discussed roads, water not able to get off of roads after rain, safety of roads, minimum maintenance roads and night meetings.

David Hood 1119 N Hickory Ottawa discussed county administrator.

Freone Hollinger 3090 Neosho Rd Ottawa discussed attending meetings to ask questions, listen and discuss items, condition of roads and ditches and county administrator.

Helen Hood 1119 N Hickory Ottawa discussed Nebraska Rd off of K-68 and Neosho Rd and holding more evening meetings.

Mary Morrow 2597 Montana Rd discussed roads.

Weldon Harrod 336 Willow Ottawa discussed March 13th meeting and doing what should be done, county administrator and how much it cost the county when he left and Kingman and Nebraska Rds and road conditions in general.

Jed Hermreck 944 Georgia Rd Williamsburg discussed the $43,500 for the K-68 study and asked why he could not get a break down of what is going to be done.

Freone Hollinger 3090 Neosho Rd Ottawa discussed brush and trees that need to be cut and burned.

Commissioner Dunn moved and Commissioner Stottlemire seconded to approve the consent agenda as follows: minutes for March 12, 2008, vouchers dated March 15, 2008 in the amount of $618,700.59 and tax change orders 2007-486 through 2007-488, 2007-490 through 2007-493, 2007-495, 2007-496 and 2007-498 and Emergency Vehicle Permit for Ron Puterbaugh. All voted “yes”.

Chair Farrell read a Proclamation establishing April as Fair Housing Month in Franklin County as follows:

Celebrating 40 Years of Fair Housing

WHEREAS, the Congress of the United States passed the Civil Rights Act of 1968, of which Title VIII declared that the law of the hand would now guarantee the rights of equal housing opportunity; and

WHEREAS, Franklin County is committed to the mission and intent of Congress to provide fair and equal housing opportunities for all, and today, many realty companies and associations support fair housing laws; and

WHEREAS, the Fair Housing groups of and the U.S. Department of Housing and Urban Development have, over the years, received thousands of complaints of alleged and illegal housing discrimination and found too many that have proved upon investigation to be violations of the fair housing laws; and

WHEREAS, equal housing opportunity is a condition of life in our County that can and should be achieved,

The Board of Franklin County Commissioners of Franklin County, on behalf of its citizens, do hereby proclaim the month of April as:

FAIR HOUSING MONTH

And express the hope that this year’s observance will promote fair housing practices throughout Franklin County.

Commissioner Hay moved and Commissioner Dunn seconded to approve Proclamation 08-02 proclaiming the month of April as Fair Housing Month. All voted “yes”.

Lisa Johnson discussed an agreement between Franklin County and Treanor Architects to provide a feasibility study for the Jail, Juvenile Detention and Courts Building in the amount of $8,500.

Commissioner Dunn moved and Commissioner Stottlemire seconded to approve an agreement with Treanor Architects to provide a feasibility study for the Jail, Juvenile Detention and Courts in the amount of $8,500. Chair Farrell and Commissioners Dunn and Stottlemire voted “yes”. Commissioner Hay voted “no”.

Commissioner Hay moved and Commissioner Dunn seconded to adjourn the meeting at 7:28. All voted “yes”.
