BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair Karen S Farrell called the meeting to order at 6:30 p.m.
Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Vice Chair John E. Taylor present and Commissioner Roy C Dunn present.
Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.
Moment of silence.
Gene Hirt 125 South St Williamsburg read an article out of the Ottawa Herald regarding minimum maintenance roads and about Jed Hermreck getting a hearing.
Jed Hermreck 944 Georgia Rd Williamsburg discussed County Commissioners, agendas, minimum maintenance roads and breakdown of costs to upgrade and the need for more evening meetings.
Tim Sullivan 3162 Georgia Rd Ottawa discussed not being able to get a building permit for home he is going to build on a minimum maintenance road and the estimate he received from the county to upgrade the road to full maintenance.
Brad Herring 1966 Finney Rd Princeton discussed the maintenance of county roads and the commissioners needing to get involved.
Carrol Droddy 4069 Montana Rd Ottawa discussed policy on minimum maintenance roads and building permits.
Leroy Hildebrandt 2645 Indiana Terr Ottawa discussed minimum maintenance roads and taxes.
Jennifer Herring 1966 Finney Rd Princeton discussed minimum maintenance roads and that the Commissioners are not doing what they are elected to do.
Eric Soper 1049 Haskell Terr Pomona discussed the upgrade of minimum maintenance and how much it cost and the way it is done.
Gene Hirt 125 South St Williamsburg discussed the proposed resolution on minimum maintenance roads and also asked when the Sullivan’s were going to get their building permit.
Chet Leach 3881 Rock Creek Rd. Rantoul discussed the county roads and the condition they are in.
Norman Wooge 3790 Pawnee Rd Ottawa discussed the county roads and the conditions they are in.
Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for February 13, claim vouchers for February 15th in the amount of $1,023,899.18 and tax change orders 07-444 through 07-462. All voted “yes” except Chair Farrell abstained on the minutes for February 13th.
Commissioner Hay moved and Commissioner Stottlemire seconded to table the resolutions establishing a policy for minimum maintenance roads and the issuance of building permits on minimum maintenance roads. Commissioners Hay and Stottlemire voted “yes”. Chair Farrell and Commissioners Dunn and Taylor voted “no”.
Commissioner Taylor moved and Commissioner Dunn seconded to go into an executive session at 7:10 for 15 minutes for attorney client privileges with Board and Lisa Johnson present. All voted “yes”. Chair Farrell opened the meeting at 7:25 and reported no action taken, no decisions made.
Commissioner Taylor moved and Commissioner Stottlemire seconded to approve Resolution 08-04 establishing a policy for minimum maintenance roads and repealing Resolution 05-081 and that all pending applications to upgrade a minimum maintenance roads fall under the new policy and approve Resolution 08-05 restricting the issuance of building permits on minimum maintenance roads. All voted “yes”.
Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn the meeting at 7:35. All voted “yes”.
