BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Karen S Farrell called the meeting to order at 8:30 a.m.

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Roy C Dunn present.

Chair Farrell asked all in attendance to join her in the Pledge of Allegiance.

Moment of silence.

Jed Hermreck 944 Georgia Rd Williamsburg discussed itemized break down to bring a portion of Georgia Rd to full maintenance.

Carrol Droddy 4069 Montana Rd Ottawa discussed that he has asked for an answer four times if something is going to be done to Montana/Shawnee Roads this year.

Gene Hirt 125 South St Williamsburg said he meet with Bill Otto yesterday regarding Georgia Rd and discussed with the Board building permits, etc. that concern the property located at 944 Georgia Rd Williamsburg.

Commissioner Taylor moved and Commissioner Dunn seconded to approve the consent agenda as follows: minutes for January 23 and January 28, 2008, claim vouchers dated January 23rd in the amount of $24,070.71 and January 31st in the amount of $905,591.98 and tax change orders 2007-160 through 2007-266. All voted “yes”.

Commissioner Taylor moved and Commissioner Hay seconded to go into an executive session at 9:00 for 5 minutes for personnel of non-elected and 15 minutes for attorney client privileges with the Board and Lisa Johnson present. All voted “yes”. Chair Farrell opened the meeting at 9:20 and reported no action taken, no decisions made.

Chris Anton with Lake Region Solid Waste Authority discussed the five year update of the Lake Region Solid Waste Management Plan.

Commissioner Taylor moved and Commissioner Dunn seconded to approve Resolution No. 08-02 adopting the Lake Region Solid Waste Management Plan. Chair Farrell and Commissioners Dunn, Stottlemire and Taylor voted “yes”. Commissioner Hay voted “no”.

John Wise and Ed Clark with Over the Road Gang presented a plaque to the Commission for appreciation of the use of the Courthouse lawn during the cruise night and requested to use the Courthouse lawn during the annual River Run the weekend of September 19th and requested the Board waive the dumping fees at the Transfer Station for this event.

Commissioner Hay moved and Commissioner Dunn seconded to allow the Over the Road Gang to use the Courthouse Lawn and waive the dumping fees at the Transfer Station for the weekend staring September 19th. All voted “yes”.

Lisa Johnson discussed purchasing a new copier/printer for the Sheriff’s Department.

Commissioner Taylor moved and Commissioner Stottlemire seconded to allow the purchase of a copier/printer/scanner for the Sheriff’s Department in the amount of $10,020.00 to be paid out of the IT budget. All voted “yes”.

Lisa Johnson discussed a lease agreement with Town & Country Realty for space at the Franklin County Annex.

Commissioner Hay moved and Commissioner Taylor seconded to approve the lease agreement with Town & Country Realty starting March 1, 2008 and ending February 28, 2011. All voted “yes”.

Lisa Johnson discussed declaring 25 orange chairs in the commission chambers as surplus equipment. The Sheriff’s Department and Public Works Department are each taking 25 and Princeton Township has expressed an interest in the extra 25.

Commissioner Taylor moved and Commissioner Hay seconded to declare 25 orange chairs as surplus and give them to Princeton Township or any other township that has an interest. All voted “yes”.

Lisa Johnson discussed an agreement with Retail Distribution West a subsidiary of American Eagle Outfitters in which they have agreed to pay the taxes levied for 2007 to Franklin County that were abated by the State Board of Tax Appeals.

Commissioner Taylor moved and Commissioner Dunn seconded to approve a tax settlement contract with Retail Distribution West a subsidiary of American Eagle Outfitters. All voted “yes”.

Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn at 9:55.
