BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C. Dunn called the meeting to order at 6:30 p.m.
Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join him in the Pledge of Allegiance.
Invocation by Reverend Katrina Palan.
Robert Thompson, Wellsville Fire Chief discussed the Ambulance Station in Wellsville is ready to move into and they are planning an open house.
Bill Lytle, Mayor of Wellsville discussed sales tax owed to the County.
Della Sandgren 2408 Brushcreek Dr. Lawrence discussed spending and appraisals.
The 4-Her’s thanked the Commission for their support and brought in refreshments.
Representative Bill Feuerborn gave update on what is happening at the State and things to be aware of for next year.
Board recessed at 7:30. Back in session at 7:40.
Commissioner Hay moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for October 10th regular meeting and October 15th study session and claim vouchers dated October 15th in the amount of $658,374.87. All voted “yes”.
Lisa Johnson discussed appointing an agent for a public hearing in regards to the issuance of bonds for Ottawa University on October 23rd at 9:00 am in the Administrator Office.
Commissioner Taylor moved and Commissioner Farrell seconded to appoint Lisa Johnson as the county agent for the public hearing regarding the issuance of bonds for Ottawa University. All voted “yes”.
Commissioner Taylor moved and Commissioner Hay seconded to approve payment request #22 for the Mental Health CDBG Project. All voted “yes”.
Jim Haag discussed awarding bids for financing a 140H Cat Motor Grader and recommended awarding to the low bidders.
Commissioner Taylor moved and Commissioner Hay seconded to accept the bid from Kansas State Bank for the financing of a 140H Cat Motor Grader. All voted “yes”.
Jim Haag discussed setting a Public Hearing for 9:00 am on October 24th to consider returning an additional 800 feet of the 1700 block of Pawnee Rd to full maintenance.
Commissioner Hay moved and Commissioner Taylor seconded to set a Public Hearing at 9:00 on October 24th to consider returning an additional 800 feet of the 1700 block of Pawnee Rd. to full maintenance. All voted “yes.”
Lisa Johnson discussed that the tax sale will be on November 20th.
Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn at 7:55 pm. All voted “yes”.
