Freone Hollinger, rural Ottawa, was one of several speakers blasting an agreement between Franklin County and the city of Ottawa that allows the city to handle planning and zoning matters in an urban growth area. The county commissioners hosted the public hearing following recent criticism of the agreement, which has been in effect for more than a year. After the hearing, most county commissioners said they want to revisit the agreement.
